You're cutting stainless which is work hardening it the instant you cut it then you're running your TiN/ceramic/carbide insert right into it. I would just use .500 2000-2500 RPM carbide endmill remove .122 in 2-3 passes then surface grind the other .003 off if you have access to a grinder.
